Broadband Ambitions, One Year In

Columbia's Eli Noam notes that, one year into the implementation of the National Broadband Plan, the Obama administration seems to have funneled a lot of its hopes and dreams into wireless. And Blair Levin, the architect of the NBP while at the FCC, now says the plan was wrong to lean so heavily on the Universal Service Fund in bringing broadband to poor and rural parts of the country.
